The winner of the FIRST Best Practices competition was from members of the Taiwanese CERT team, Pei-Wen Liu, Jia-Chyi Wu, Pei-Ching Liu. Between them they produced a 13 page document on how to best protect against social engineering attacks in email form.  You can download their document for free at http://www.cert.org/csirts/national/contest_2008.html along with 2nd place winner Hyukjoon Kim from the Spam Response Team at Korea Information Security Agency.
